Why us
The law
Five facts you can repeat to your clients, with the rule behind each.
Temporary residency is granted for up to 2 years, and it can be extended for another period of the same length. After the temporary term, the client can apply for permanent residency; investors who qualify under Ley 4986/2013 are exempt from the temporary step (Ley 6984/2022, Arts. 46 and 47).
Temporary residency has no income or investment test. Proof of economic solvency applies when converting to permanent residency (DNM Resolution 407/2026).
The core foreign documents are a passport or identity document, a birth certificate from the country of birth, a civil-status certificate and, from age 14, a criminal-record check from the country of origin or from the country of residence in the last 3 years. They are apostilled or consularly legalized and translated into Spanish by a registered public translator. The law also requires an Interpol certificate and a Paraguayan police certificate for foreigners (Ley 6984/2022, Art. 50).
Migraciones may cancel temporary residency after more than one year outside Paraguay, unless it authorized the absence. Permanent residency can be lost after more than three continuous years away without a justification Migraciones accepts, and Migraciones can extend that period (Ley 6984/2022, Arts. 54 and 55.2).
Residency is not citizenship. The cédula is a Paraguayan ID card for foreign residents.

Temporary residency and the cédula, the Paraguayan ID card for foreign residents, priced for Mercosur clients or for all other nationalities. Add-ons: RUC (tax ID), a tax residency certificate request, one year of accounting, a 12-month lease with utility bills, a driver's license, One-Trip and Priority. Company formation and property search are quoted per case.
Our partner rates are in the calculator on this page; your rate is confirmed when we approve your application. One agency director's published tiers (January 2026) run from about $1,500 for guidance only to about $2,500–$5,000 for a one-trip package, and some boutiques charge more. The calculator shows your margin at the price you set.

Temporary residency for up to 2 years, and a separate cédula application at Identificaciones; the cédula is the Paraguayan ID card for foreign residents. Under Ley 6984/2022, temporary residency can be extended for another period of the same length; under the Mercosur residence agreement, Migraciones grants it for 2 years with no extension. After the temporary term, the client can apply for permanent residency. It's residency, not citizenship or a passport.
The core documents are a passport or identity document, a birth certificate from the country of birth, a civil-status certificate (for a married client, the marriage certificate) and, from age 14, a criminal-record check from the country of origin or from the country of residence in the last 3 years. For a US citizen, the issuer is the FBI Identity History Summary. Practitioners report that after 3 years outside the country of origin, Migraciones expects the residence-country check. Foreign documents are apostilled or consularly legalized, on the original, and translated into Spanish by a registered public translator. Clients who file under the Mercosur residence agreement (Ley 3565/2008) follow its rules instead: a police check from the country of origin or from the countries lived in during the 5 years before arrival, and documents certified by their own consul. The Interpol and Paraguayan police certificates are obtained in Paraguay. We send you a checklist for each nationality.
Some passports need a visa to enter Paraguay. Many others may enter as tourists and still need a consular visa for the residency tier (Ley 6984/2022, Art. 50.2). Ask us before you quote either group. A criminal record can block or delay an application, so disclose it at the start. The cédula can take longer for some nationalities.
Yes, they can apply. Under Ley 6984/2022, the client files the change of category within the 3 months before the temporary residency card expires. It can still be filed up to 1 month after expiry, with a fine of 6 jornales (₲702,462 from 1 July 2026); after that month, only an extension of temporary residency for the same term is possible, up to 6 months after expiry, also with the fine. Clients with the Mercosur agreement's temporary residency file from 90 days before their card expires, and Migraciones says a client who misses that window loses the Mercosur route to permanent residency. Solvency is proved under DNM Resolution 407/2026 in one of 12 categories, for example a remote worker with a work certificate, a shareholder of a Paraguayan company, a professional or a retiree. Clients aged 0 to 17 form their own category and don't prove solvency; the parent or guardian answers for them. No minimum amount is published, and Migraciones can refuse. Professionals, technicians and independent workers need tax filings that show real income, not zeros. Under DNM Resolution 081/2026, the file also includes a free Migraciones movement report, and a client who was away from Paraguay for more than one year applies to extend temporary residency for the same term instead.
Not by itself. Permanent residents are Paraguayan tax residents by decree (Decreto 3181/2019, Art. 2). Whether temporary residency makes someone a tax resident is not settled. The document people use is a DNIT certificate under General Resolution 65/2020; for a taxpayer it needs an active RUC with filings up to date, and the DNIT has in practice asked for more. Paraguay generally doesn't tax an individual's income from work performed entirely outside Paraguay for foreign clients. Work performed for a Paraguayan taxpayer can still be Paraguayan-source (Ley 6380/2019, Art. 48, numeral 3), and work done while in Paraguay is taxed: 10% VAT, plus personal income tax of up to 10% (Arts. 69 and 90). The client's home country decides whether they are still its tax resident. A Paraguayan cédula does not end Brazilian tax residence, Brazil and Paraguay have no income-tax treaty in force, and a lawyer in Brazil has to say whether the client has actually left. Spain's treaty with Paraguay doesn't protect income that Paraguay's territorial rules leave untaxed: if Spanish law reaches that income, Spain can tax it as if there were no treaty (Art. 26(5)), and a lawyer in Spain has to apply that clause. We file the residency paperwork. Tax advice stays with you or the client's advisor. This is general information, not legal or tax advice.
Yes. Each adult files a separate application, and the calculator prices one residency per person. The criminal-record certificates are required from age 14.
